The photo reminded me of a game I had in childhood...there used to be a slider in between a frame - the two sides used to have two pictures - when you moved the slider to right - it showed one image and the other image when you moved the slider to the left...
The pic is juxtaposing two such totally disparate thoughts - silence - the lone tree on the hill top and impending turbulence - fast approaching clouds from the left...
And thus its "Turbulent silence"

My interpretation - It is like the tree standing tall in the face of adversity (the dark clouds).
